DESCRIPTION

Universities are key institutions in contemporary history. They fulfill a variety of objectives, such as preparing students for life as future knowledge workers and critical citizens, and contributing to the understanding and solving of societal challenges and problems. During the last decades, because of a changing political-administrative context and the rise of New Public Management (NPM), the way universities are governed has changed. In this course we will study how NPM changed the governance of universities and what has been the impact.

What is NPM? Governments in most OECD countries have been implementing public sector reforms from the late 1970s onwards, based on ideas, models, and practices developed in or inspired by the private sector. These reforms have been labelled as NPM and have also taken place in the university sector. For instance, in order to increase their performance, universities have been subjected to new policies, emphasizing efficiency and effectiveness, competition and financial incentives, accountability and performance, and so on. The introduction of these new management styles had a great impact. They changed the organization of universities, with a different level of intensity depending on the specific context. NPM-driven policies also led to controversies, e.g. it has been argued that NPM?s focus on competition came at the cost of free academic research and education. As a result of these controversies, NPM in universities was more and more debated over the past two decades.
